JUSTIFICATION OF THE PRINCIPLES OF AN EFFECTIVE MODEL OF BUREAUCRACY IN THE CONDITIONS OF SUSTAINABLE DEVELOPMENT OF UKRAINE

Abstract

The relevance of this article lies in the need to conduct a study of the institution of bureaucracy, as well as to find and establish an effective model of bureaucracy, which in turn will contribute to the democratization of Ukraine and the solution of the problems that exist in the bureaucracy system at the moment. The purpose of the study is to analyze the features of the bureaucracy, determine its purpose and expediency, and in connection with that, develop an effective and efficient model of the bureaucracy. The following methods were used in this article: dialectical method, historical and hermeneutic methods, formal-legal method, institutional method, logical method, method of induction and deduction, method of modeling and system analysis, axiomatic method and others. The results of the study are the definition of the main concepts and terms, namely: "bureaucracy" and other terms and concepts that were used within the scope of this study; clarification of the essence and purpose of the institution of bureaucracy; establishing the stages and history of the development of the institution of bureaucracy in the world in general, and in Ukraine in particular; analysis of existing models of bureaucracy in the world and clarification of their features; researching the system of bureaucracy in Ukraine and establishing the model of bureaucracy that is used in Ukraine; identification of problems characteristic of the institution of bureaucracy in Ukraine and research and establishment of means and processes that are necessary for improving the mechanisms of state administration in Ukraine. The provisions laid down in this article are of practical value, first of all, for state bodies and authorized persons, whose powers include the provision of services in various spheres of life, and whose functions include the improvement of the civil service institute. Also, this study will be interesting for people who apply to state bodies or officials with the issue of solving problems in various spheres of social life.
